The CDBG housing program is specifically designed to provide housing rehabilitation for low- to moderate-income individuals.
The 2022 target area is from Avenue A going south on the east and west sides of Walnut and Chestnut Streets in McPherson.
The 2022 grant supports rehabilitation of owner and renter occupied homes up to $25,000 to encourage neighborhood revitalization in a specific target area.
Homes eligible are located at Avenue A to the North, South Walnut Street on both side of the street to the East, West Avenue F to the South if not in a flood zone or having a Letter of Map Amendment (LOMA), and Railroad tracks to the West. A Map of the target area is below. The Household must meet the low-to-moderate-income category (see link below for income guidelines) and can be used to do the following:
- Roof replacement
- Electrical & Plumbing repair or replacement
- Heating & Air Conditioning repair or replacement
- Window repair or replacement
- Siding repair or replacement
- Minor foundation repair
- All Weatherization measures
- Etc., everything to meet minimum Housing Quality Standards (typically no indoor finishings)
For rental units, the renter must be income-qualified. If the owner of the rental unit is income-qualified, the City will pay 85 percent of the rehabilitation and the Owner will be responsible for 15 percent. If the owner is above income guidelines, he/she must contribute 25 percent of the rehabilitation cost. The owner of the unit must also sign a rent-freeze agreement for a three-year period.
