Stormwater Division

While there is no dedicated storm water division in the public works department, there is a fair amount of time required of staff to address storm water related issues. The most prominate issue is dealing with new regulations from the federal government in 1987 under the Clean Water Act reauthorization.

In 1999, the Environmental Protection Agency (EPA) published the phase II storm water regulations. McPherson, along with several other cities in Kansas are required to comply with this phase of the regulations.

As mandated by the EPA, all cities with a population greater than 10,000 must comply with the EPA storm water quality regulations. The regulations are intended to improve the quality of storm water runoff by adhering to six minimum control measures set forth by the EPA. The six minimum measures are:

  1. Public Eduction.
  2. Public Participation.
  3. Illicit discharge detection.
  4. Construction site runoff control.
  5. Post-construction management for developments and new developments.
  6. Good housekeeping for municipal operations.

Annual Reports

Each year the City of McPherson is required to submit an annual storm water report to the state showing what steps were taken over the previous year to deal with storm water related issues. Education
